Pedestal Upgrade
When you upgrade to Pedestal you have a choice to make on what to upgrade, let me explain in picture format:
So we already upgraded the refinery (lit one) so we can now add another basic upgrade (yellow Xs) and an intermediate upgrade (middle row). You can add the Intermediate before your basic one if you wish but that means you could only upgrade the refinery to intermediate (cyan X).
If you upgraded the basic first (yellow X) then your intermediate choice could be the refinery (that you already upgraded) or the second basic choice.
For example if you decide on your second choice of basic upgrade to upgrade the number of offices, then your intermediate choice could be the refinery or office upgrade.
