How to claim Sovereignty
This is the easy part :)To claim sovereignty in a solar system that currently has no sovereign simply anchor and online a POS (ticking the claim option), after downtime on the 7th day sovereignty will be yours so long as there are no other POSs involved. Sovereignty will be listed under the sector name in the top left corner, like the image illustrates below:

If however, a NPC alliance holds sovereignty then you cannot claim the solarsystem.
But lets say a player controlled alliance holds sovereignty then to take it now depends on what level of sovereignty it is, but that's in another section.
What does having sovereignty do for me?
- It reduces the amount of fuel you have to put in control towers (POSs) to keep it/them running.
- It will show up on the map as your sovereignty owner of that solar system.
- It will also allow you to put up an Outpost.
- Whilst you maintain sovereignty you control the Outpost and who
docks and can use the services.
